No. The five checks work on any lot, from any seller. All you need is the county, the parcel number and your plan.
It depends on the county. In the counties we checked, bare land runs from six months a year on a permit to none at all, and some counties allow it only while you build, after a building permit. Page 5 lists the questions to ask.
